Costa Rica Vehicle Circulation Permit (Marchamo) Increase for 2008

The Contraloría General de la República (Comptroller's office) this week approved the 2008 marchamo fees that will increase by 11.59%. The marchamo is the annual circulation permit for all vehicles and sold through the Institution Nacional de Seguros (INS) - state monopoly on insurance.

The breakdown of the increase is 8.59% for the Seguro Obligatorio de Vehículos Automotores (SOA) - mandatory insurance portion of the marchamo - and 3% for the INS to finance the first stage of the lan Maestro del Modelo Autónomo de Servicios.

The Plan Maestro del Modelo Autónomo de Servicios will allow the INS to begin classifying vehicles and set insurance rates based on that risk. Currently the mandatory insurance fee is the same for all vehicles of the same use without respect of the age, value or risk for the insurer.

Motorcycles, trucks and buses all pay the same rate based on their use and not the age, condition or risk.

Last year the SOA portion went up 15.6% mainly for motorcycles, taxis and buses. These vehicles have a higher accident rate.

The 2008 marchamo, which in addition to the SOA, includes a number of taxes on the vehicle. The marchamo will go on sale the first week in November at over 800 locations through out Costa Rica, including INS offices, banks and local insurance agents.
