I managed to track down a recipe from a Costa Rica native living in the states for corn chorreados that are close to the ones in Pureto Viejo, and yes they are served with sour cream.  The following is just as she emailed it to me:

Corn Chorreados Recipe

8 ears corn
2/3 cup milk
6 tablespoons flour
6 tablespoons sugar
2 egg
1/8 teaspoon salt

Thrash corn and liquefy grains with milk, flour, sugar, eggs and salt. Make jetted immediately.  Put 1 tbsp of oil on skillet, to average heat, 4 tbsp of paste, extend a little and fry.  They can be made salty, omitting the sugar and adding a little bit of rasped white cheese. Accompany with custard if it is wished. Good luck.
