Information for importing of automotive terrestrial, aerial and marine vehicles to Costa Rica for non-lucrative aims

TEMPORARY IMPORT

You are allowed to take your personal vehicle for three months if you are not a resident in the country. The automotive vehicles could be imported or be exported temporarily, without the payment of the customs taxes.

Documents required:

1. Original and photocopy of passport.
2. Original and photocopy of driver’s license.
3. Original and photocopy of the Registry of the vehicle.
4. Original and photocopy of the Title of property of the vehicle under the regulations of the country of origin.
5. In case that the person taking the car is not the owner:

1. Original and photocopy of authorization from the owner, properly notarized and certified by a consulate of Costa Rica (Consular Certification) that declares the owner’s consent that his/her vehicle enters the country.

Procedure:

1. Fill out temporary form for importing vehicles, provided by Customs in Costa Rica in the port from entrance to the country.
2. Present original and photocopies to both sides of the driver’s license.
3. Present original and photocopy of the passport that proves the migratory condition, effective to the date of duration of the permission.
4. Present original and copy of the residence certificate, if you are a Costa Rican resident abroad.
5. Pay a fee of U.S. $25.00 (amount might change from year to year) in the special window in the customs offices.
6. Pay the INS (Costa Rican National Insurance Institute) U.S. $15.00 (amount might change) in the customs offices.

The vehicle will be authorized to stay in the country for 3 months, and possibly another 3 if allowed by the Customs Authorities.

REQUIREMENTS FOR IMPORTING DIPLOMATIC VEHICLES

1. All the documents needed for Temporary Import.
2. Present letter of the Ministry of Foreign Relations and Cult, certifying the accreditation of the Diplomat in the country.
3. Present copies of the constituent Agreement that allows the import of vehicle.
4. Present authorization emitted by the Ministry of Property for the temporary import of a vehicle for a credited Foreign Diplomat in Costa Rica.

PERMANENT IMPORT

For the permanent import of an automotive vehicle, it is required by the new law of customs to contract a registered Customs Agent. 

1. Documents:

1. Title of property
2. Commercial Invoice
3. Certified emissions test (authenticated by a Costa Rican consulate)
4. Contract of transport:

• Entrance by highway: Contract of transport.
• Marine Entrance: Bill of Lading
• Aerial Entrance: Airway bill.

2. The taxes or burdens of the vehicle are calculated depending on the corresponding value of the automobile. These are calculated Ad-Valorem, on the value in customs of the vehicle (value CIF: cost, insurance and freight). The value of the vehicle for this intention, is determined by its value in the international market by means of the Blue/Black Book printed in the United States.

Información para importación de vehículos automotores terrestre, aéreo y marítimo  a Costa Rica para fines no lucrativos

IMPORTACIÓN TEMPORAL

Se fija un plazo de tres meses para la permanencia en el país de las mercancías importadas temporalmente.

Los vehículos automotores podrán ser importados o exportados temporalmente, sin que medie el pago de los derechos aduaneros que correspondan.

Documentos:

1. Original y fotocopia de pasaporte.
2. Original y fotocopia de Licencia de Conducir.
3. Original y fotocopia del Registro del vehículo.
4. Título original de propiedad del vehículo bajo las regulaciones del país de origen,  y una fotocopia.
5. En caso de que el interesado no sea el propietario: 

1. Presentar original y fotocopia de autorización del dueño emitida en el extranjero.
   Debidamente protocolizada y certificada por un consulado de Costa Rica (Certificación Consular), donde se declare la anuencia del dueño a que su vehículo ingrese al país.

Procedimiento:

1. Llenar formulario de importación temporal provisto por Dirección General de Aduanas en el puerto de entrada al país.
2. Presentar original y fotocopia por los dos lados de licencia de conducir expedida en el país de origen.
3. Presentar original y fotocopia del pasaporte que pruebe la condición migratoria, vigente a la fecha de duración del permiso.
4. Presentar original y copia de la cédula de residencia, en el caso de ser costarricense residente en el extranjero.
5. Pagar Impuesto de Ruedo de US $25.00, en ventanilla especial en cada puesto de Aduanas del país.
6. Pagar seguro del INS por US $15.00 US, en ventanilla especial en cada puesto de Aduanas del país.

El permiso le será otorgado por 3 meses, prorrogables por 3 meses más, previo pago de depósito para extensión de permiso.

IMPORTACIÓN DE VEHÍCULOS DIPLOMÁTICOS

1. Todos los documentos de Importación Temporal.
2. Presentar carta del Ministerio de Relaciones Exteriores y Culto certificando la acreditación del Oficial o Diplomático en el país.
3. Presentar copia del Convenio constitutivo que permite la importación de un vehiculo.
4. Autorización especial emitida por el Ministerio de Hacienda para la importación temporal de un vehículo para Diplomático Extranjero acreditado en Costa Rica.

IMPORTACIÓN PERMANENTE

Para la importación permanente de un vehículo automotor, es requerido por la nueva ley de Aduanas contratar un Agente Aduanero registrado. Articulo 37 de la Ley General de Aduanas.

1. Documentos:

1. Título de propiedad
2. Factura comercial
3. Certificado de emisión de gases (autenticado por un consulado costarricense)
4. Contrato de transporte:

• Ingreso por carretera: Contrato de transporte o Carta de Porte.

• Ingreso Marítimo: Conocimiento de Embarque (Bill of Lading)

• Ingreso Aéreo: Conocimiento de Vuelo.     

2. Los impuestos o gravámenes del vehículo son calculados dependiendo del valor correspondiente del automóvil. Estos son calculados Ad-Valorem, sobre el valor en aduanas del vehículo (valor CIF: costo, seguro y flete). El valor del vehículo para este propósito, es determinado por su valor en el mercado internacional por medio del Blue/Black Book impreso en los Estados Unidos.
